In order to safeguard its members from physical, sexual, and other forms of abuse and misbehavior that could be harmful to young hockey players and other participants, USA Hockey has long had protocols in place. These include codes of conduct for administrators, coaches, officials, parents, players, and fans, as well as policies on physical abuse, sexual abuse, screening, locker room supervision, and hazing. The USA Hockey Safe Sport Handbook is designed to update and compile all of USA Hockey’s different policies to safeguard its players against all forms of abuse and misbehavior.

The Safe Sport Program for USA Hockey has been modified as of December 22, 2021. For a copy of the updated USA Hockey Safe Sport Handbook.

An independent nonprofit organization called the United States Center for SafeSport is in charge of addressing and preventing emotional, physical, and sexual misconduct and abuse in the American Olympic and Paralympic Movement. The Center also acts as a learning resource for sports leagues at all levels, from amateur competitions to elite competitions.

Zero Tolerance Policies

USA Hockey has ZERO TOLERANCE for abuse and misconduct.

This Safe Sport Handbook includes the various Policies that apply to all USA Hockey Member Programs. Those Policies address

1: Sexual Abuse
2: Physical Abuse
3: Emotional Abuse
4: Bullying, Threats and Harassment
5: Hazing


The Policies also address areas where misconduct can occur and are intended to reduce the risk of potential abuse, including:

1: Locker Room Policy
2:Electronic Communications Policy
3: Travel Policy
4: Billeting Policy

In addition to Policies, the Safe Sport Handbook contains information on the USA Hockey Screening and Background Check Program, the availability and reporting procedures for any person to report suspected abuse or misconduct (including protections from retaliation), and the available and required Training of USA Hockey and its Member Programs’ employees, volunteers, administrators, coaches, parents, and players on recognizing and reducing circumstances for potential abuse to occur.

All of these components can be combined into a thorough safe sport program. The goal of USA Hockey is to make hockey participation as safe as possible.
